One of the 2018 FIFA World Cup host venues, Kazan's Rubin Arena, is expected to cost up to 12.5 billion roubles.

The venue was expected to be completed in December 2012, ready to host football at the 2013 Universiade, but construction is still on going. Instead, the stadium will now only host the opening and closing ceremonies.

Once completed the 45,000-capacity venue, the future home of FC Rubin Kazan, will become the biggest football stadium in the city, taking over from Kazan's current home ground, Central Stadium.

The club originally planned to move into the stadium last December, but were told they would have to wait until 2014 at the earliest.

"Of course I understand the club's desire to move there sooner because it's a unique stadium, but next year, I'm afraid, it won't be possible to do that," regional Sports Minister Rafis Burganov said.
